Any suggestions and/or legal advice to take on parole officers and supervisors, or are they untouchable?

I am suffering due to their negligence and when I attempt to address it and go to a supervisor and/or superior, they have a tendency to conspire and lie to cover their own a**.Any suggestions and/or legal advice to take on parole officers and supervisors, or are they untouchable?
I don't think you can sue parole officers and supervisors for negligence. What, specifically, is your complaint?
