Why does the W H O and F C O advice on travel to Mexico conflict.?

The WHO states that ';WHO is not recommending travel restrictions related to the outbreak of the influenza A(H1N1) virus. Today, international travel moves rapidly, with large numbers of individuals visiting various parts of the world. Limiting travel and imposing travel restrictions would have very little effect on stopping the virus from spreading, but would be highly disruptive to the global community. ';

AND yet the FCO are advising all but essential travel to Mexico .

It doesn't make sence as im sure the FCO take there information from the WHO!Why does the W H O and F C O advice on travel to Mexico conflict.?
The remit of the two organisations is subtly difference. The World Health Organisation is responsible for health strategy and policy within the UN. The FCO is responsible the interests of the UK and its citizens.

Additionally, the two organisations being different, they will have their own perspective on the situation.

This will occasionally result in the conclusions and advice given being different. You need to listen to the advice of the FCO for insurance purposes - your insurance company will not pay out if you are travelling contradictory to FCO advice.Why does the W H O and F C O advice on travel to Mexico conflict.?
The reason not to travel to Mexico is because it was about to become a plague, now the disease is under control in Mexico, and you only need to take the necesary cautions in order to keep this tendency of the Virus Outbreak,

Besides is taken out of proportion, I live in Mexico and i don麓t know any body that has or had this new flu.

However the drastic measures that was taken by Mexico officials paid up and the tendancy of this virus is now going down on the charts.
Because neither one of them have been to Mexico or Mexico City to have a look on their own. Mexico has a ';Clean Bill of Health';. The BBC was here last week but, none of the American Media Outlets could be bothered. Now, it is considered no worse than the common cold. What a media hoax this was.
